HomeMy WebLinkAboutBoard of Trustees Action Items - October 26 - 10/28/2022Board of Trustees Action Items Wednesday, October 26, 2022 Sergeant Introduction Firestone Police Chief David Angelo introduced the newly promoted Sergeant to the Board of Trustees. Earlier this month, the Firestone Police Department held a promotional ceremony to promote Ray Bueno to Sergeant. Sergeant Bueno has faithfully served the Firestone Police Department for the past 19 years. Over the years, he has held various positions within the police department, including a K-9 handler, field training instructor, rifle instructor, and more. Crisis intervention training is Sergeant Bueno's passion. He has taught this subject to hundreds of officers in the Northern Colorado area. Further, he is the current Crisis Intervention coordinator and instructor for the Northern Colorado area and a Weld County SWAT Team member as a Negotiator. Sergeant Bueno's years of experience and training have prepared him for this next step in his career as a Sergeant, and he is looking forward to this new challenge. Comprehensive Master Plan Update During Wednesday night's meeting, the Board of Trustees approved an agreement with MIG, Inc. to develop a new Town of Firestone Comprehensive Master Plan. Earlier this summer, the Town worked with MIG to create a scope of work for the Comprehensive Master Plan. This scope allowed for MIG and Town Staff to better understand priorities and guide the proposal of how the Comprehensive Master Plan will be developed. A Comprehensive Master Plan is an overarching document that strategically shapes how the community will grow and develop. This Plan will replace the 2013 Master Plan with a comprehensive guide for strategic growth, development, and investment. The Plan will be a guiding document with a policy framework for the Town's regulatory tools, such as zoning, subdivision regulations, annexations, and other policies. The Firestone Comprehensive Master Plan will be a community-driven plan that establishes a vision and creates a blueprint for the community's goals and aspirations for the next 20 years. The Plan will address topics that affect how people experience the built and natural environment, shaping the places where we live, work, and play. The Board of Trustees stressed the importance of community engagement throughout this process and encouraged everyone from the community to participate. When the project begins, more information about engagement opportunities will be shared with the public. Contract for Water Rate Study Approved During Wednesday night's meeting, the Board of Trustees approved an agreement with Raftelis Financial Consultants to conduct a Water Rate and Fee Study for the Town of Firestone. The Town of Firestone regularly conducts rate studies to ensure the revenues produced can adequately cover the costs of providing water service to Firestone customers. This rate study will evaluate water tap fees, water infrastructure and storage fees, water customer demand analysis, 10-year financial plans, cost of service analysis, stormwater financial plan, and a water rate design. The study will begin this winter and is anticipated to take 6-9 months. This process will include internal meetings with Town staff, stakeholder outreach and presentations updating the Board of Trustees on the study's progress. 2023 Water Rates & Fees Set The Firestone Board of Trustees approved Resolution 22-117, setting water rates, tolls and fees, and storage and infrastructure rates to be effective November 1, 2022. The approved water rates include an 18% increase, which covers the anticipated $1,074,000 increase from Central Weld County Water District. It does not include the anticipated 8% increase that was adopted in the 2018 Water Rate Study. View Resolution 22-117 here. 2023 Budget Review Update The Board of Trustees began reviewing the 2023 proposed budget in a Work Session on Wednesday, September 21. As of Wednesday, October 19, the Board of Trustees have been presented with the entire 2023 proposed budget.
