A RESOLUTION OF THE FIRESTONE PLANNING & ZONING COMMISSION
RECOMMENDING THAT THE BOARD OF TRUSTEES APPROVE THE FIRESTONE
DOWNTOWN DEVELOPMENT AUTHORITY PLAN OF DEVELOPMENT
WHEREAS, pursuant to C.R.S. § 31-25-807(3)(a), the Firestone Downtown Development
Authority ("DDA") has prepared a proposed Plan of Development (the "Plan"), attached to this
Resolution as Exhibit A, which includes plans of development to implement the goals of
revitalizing and enhancing the downtown area, attracting private investment, utilizing
underdeveloped land, and leveraging public investment to provide necessary public infrastructure
to serve the area described in the draft Plan (the "Plan Area"), and language that authorizes the
DDA's use of tax increment or debt to finance projects that align with the Plan for a period not to
exceed 30 years; and
WHEREAS, the draft Plan outlines objectives and purposes for the development or
redevelopment of the Plan Area consistent with C.R.S. § 31-25-801 et seq. (the "DDA Act"); and
WHEREAS, pursuant to C.R.S. § 31-25-807(4)(b), the Firestone Planning & Zoning
Commission shall be given 30 days after its receipt of the Plan to provide written recommendations
regarding the Plan to the Board of Trustees prior to a public hearing before the Board of Trustees
on the proposed Plan; and
WHEREAS, the Firestone Planning & Zoning Commission received the proposed Plan on
July 11, 2025, and has reviewed the draft Plan at a public meeting on July 17, 2025; and
WHEREAS, C.R.S. § 31-25-807(4)(b) does not provide specific criteria upon which the
Firestone Planning & Zoning Commission must review the Plan; and
WHEREAS, the Firestone Planning & Zoning Commission wishes to make a
recommendation to the Board of Trustees regarding the Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE FIRESTONE PLANNING &
ZONING COMMISSION:
1. That the Firestone Planning & Zoning Commission recommends the Board of Trustees
approve the Plan of Development for the Firestone Downtown Development Authority in
the form attached hereto as Exhibit A.
2. While the DDA Act does not provide specific criteria upon which the Firestone Planning
& Zoning Commission must review the Plan, the Firestone Planning & Zoning
Commission has reviewed the Plan and found that it is in general conformity with the
Firestone Master Plan 2013, as amended, the general comprehensive master plan for the
Town of Firestone.
3. Pursuant to the DDA Act, it is the opinion of the Firestone Planning & Zoning Commission
that the Plan will aid and improve the Plan Area. The Firestone Planning & Zoning
Commission hereby finds that there is a need to take corrective measures in order to halt
or prevent deterioration of property values or structures within the Plan Area and to halt or

prevent the growth of blighted areas therein. The Firestone Planning & Zoning
Commission further finds that the Plan will afford maximum opportunity, consistent with
the sound needs and plans of the Town of Firestone as a whole, for the development or
redevelopment of the Plan Area by the Authority and by private enterprises.
