Board of Trustees Action Items Wednesday, February 14, 2024 Agreements with Resource Central Approved In two separate actions, the Board of Trustees approved agreements with Resource Central for two water-wise programs for residents. The first is a Lawn Replacement Program, allowing residents to obtain a discount for a lawn removal service to remove existing high-water-use landscapes with the intent of the resident replacing them with low-water alternatives. The goal is to make it easier and more affordable for Firestone residents to reduce their water consumption through permanent low-water landscape changes. The second is to participate in the Garden in a Box program, which offers residents a discounted price on pre-assembled planting kits with various low-water plants and helpful tips about water- wise gardening. Agreement with the City of Thornton In three separate actions, the Board of Trustees approved a Master License Agreement, a Carriage Water IGA, and an Emergency Interconnect IGA with the City of Thornton. As part of their Thornton Water Project, the City of Thornton will construct a pipeline that will bring water purchased by Thornton in the 1980s through Larimer, Weld, and Adams counties to the City of Thornton. This will require the pipeline to cross Town-owned roads in the following four locations: Grant Ave (WCR 18) at WCR 17 Pine Cone Ave (WCR 20) 1 mile west of WCR 19 Firestone Blvd (WCR 24) at WCR 17 Zinnia Ave (WCR 26) at WCR 17 As part of the discussion with the City of Thornton, three separate agreements have been negotiated. These agreements include a Master License Agreement, a Carriage Water Intergovernmental Agreement (IGA), and an Emergency Interconnect IGA. A summary of each agreement is below: Master License Agreement: This agreement allows the City of Thornton to construct and maintain its facilities in the Town of Firestone right-of-way and set the terms and conditions for that. It includes provisions for the City to relocate its pipeline in the future should any future Town use of the right-of-way (i.e. road construction/expansion) conflict with their pipeline. Carriage Water IGA: This agreement reserves for a 10-year period the right for the Town to lease up to 5 cubic feet per second of excess water capacity in the Thornton pipeline. At this time, the Town does not have any water rights that can utilize this lease, but it provides the Town with that option if water rights are acquired. Emergency Interconnect IGA: This agreement allows the Town to construct an emergency interconnect off the Thornton pipeline at Zinnia Ave (WCR 26) at WCR 17. This interconnect would provide the St. Vrain Water Treatment Plant with a second emergency source of raw water if its current source is unavailable. The City of Thornton has already begun constructing segments of this pipeline in Weld County and would look to start construction in Firestone within the year. The City Of Thornton is waiting on approvals in Larimer County but expects the project to be completed at the earliest in 2028. Historic Firestone Waterline Project On Wednesday night, the Board of Trustees approved a contract for the Historic Firestone Waterline Replacement Project Phase 2, Project 2 with Defalco Construction Co. The agreement includes: Waterline installation and surface improvements on: 4th Street between McClure Avenue and Berwick Avenue 1st Street between McClure Avenue and Venice Avenue 2nd and 3rd Street surface improvements between Grant Avenue and Wooster Avenue. Work on the projects listed above is expected to begin mid-April. The contractor will deliver door hangers to impacted properties, notifying them of upcoming work near them. In addition, the Town will send out notifications to the public with additional details and specific timing.
