A RESOLUTION OF THE BOARD OF TRUSTEES OF THE TOWN OF FIRESTONE,
COLORADO APPROVING AND ADOPTING THE'2026 POTABLE WATER MASTER
PLAN
WHEREAS, on July 24, 2024, the Town of Firestone ("Town") Board of Trustees
("Board") adopted Resolution No. 24-72, which approved an agreement to retain the engineering
firm of Kimley-Horn and Associates, Inc. ("Kimley-Horn") to prepare the Town's new Potable
Water Master Plan (the "Plan"); and
WHEREAS, in collaboration with Town staff, Kimley-Horn conducted a detailed analysis
of (a) the current condition of the Town's potable water system and potential areas of concern, and
(b) the existing master meters and connection points, providing recommendations for potential
operational improvements; and
WHEREAS, after developing three water model scenarios —Existing Conditions, 2030,
and Buildout—Kimley-Horn: (a) used the Existing Conditions model to identify potential near -
term improvements and alternatives for the Town's future water system; (b) used all three models
to identify system -wide improvements, including additional storage tanks, pump stations, master
meter connections, waterline loops, and potential emergency interconnects with other service
providers; and (c) developed a detailed implementation plan outlining the phasing (short-, mid-,
and long-term) and funding of required potable water improvements. The plan identifies triggers
for priority improvements, such as specific developments or population growth, and includes cost
estimates and potential funding sources; and
WHEREAS, using this information, along with input from the Town, Kimley-Horn
prepared the Plan, which includes a review of applicable laws and regulations, planning
assumptions, water usage, financials, organizational structure and staffing, and a Capital
Improvement Plan, attached as Exhibit A and incorporated herein by reference; and
WHEREAS, the Plan includes hydraulic distribution system modeling; evaluates the
hydraulic and treatment capacities of the Town's system; identifies deficiencies in the treatment
and distribution systems; estimates and prioritizes capital needs; assesses staffing and
administrative operations; and prepares a master plan aligned with the Town's Design Standards
and Construction Specifications for Water Systems; and
WHEREAS, the Town Board desires to officially adopt the Plan so that the goals and
objectives of the Plan can be pursued and accomplished, and the Town Board finds that adoption
of the Plan is in the best interest of the Town and its residents; and
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF
THE TOWN OF FIRESTONE, COLORADO:
Section 1. The Town Board hereby approves and adopts the Town of Firestone 2026
Potable Water Master Plan , attached hereto as Exhibit A and incorporated herein by this
reference, as an official plan of the Town of Firestone.
Section 2. The Town Manager and Town Staff are hereby authorized and directed to
take such other actions as are necessary to implement and carry out the actions in the Plan, subject
to and consistent with budgetary and other measures adopted by the Town Board.
