HomeMy WebLinkAbout22-19 Approving Change Order No. 2 of E-Z Excavating Inc's Agreement for the Potable Waterline and Appurtances for St. Vrain Water Treatment Plant_1.26.2022RESOLUTION N0.22-19 A RESOLUTION OF THE BOARD OF TRUSTEES OF THE TOWN OF FIRESTONE, COLORADO, APPROVING CHANGE ORDER NO.2 TO THE TOWN OF FIRESTONE AND E-Z EXCAVATING INC.'S AGREEMENT FOR THE INSTALLATION OF A POTABLE WATERLINE AND APPURTENANCES FOR THE ST. VRAIN WATER TREATMENT PLANT TRANSMISSION PIPELINE PROJECT WHEREAS, by adoption of Resolution No. 21-85 the Town of Firestone ("Town") entered into an agreement with E-Z Excavating Inc., ("EZ") for the installation of a transmission pipeline to convey water from the St. Vrain Water Treatment Plant to the Town's water distribution system; and WHEREAS by adoption of Resolution 21-115 the Town approved Change Order No. 1 to the parties Agreement; and WHEREAS, the Transmission Pipeline Project ("Project") will convey water from the St. Vrain Water Treatment Plant to the Town's distribution system; and WHEREAS, E-Z's duties include boring two steel casing pipes (a 30" pipe and a 60" pipe) under a parcel of private property and the Last Chance Irrigation Ditch; and WHEREAS, after completion of the pipeline's design the Ditch Company's Engineer imposed additional conditions upon the pipeline which must be met prior to its issuance of a crossing permit to the Town; and WHEREAS, even in consideration of such requirements the Town determined it would have enough 60 casing pipe to install the planned water raw water lines which would simplify their future connection. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF FIRESTONE, COLORADO: Change Order No. 2 to the Town of Firestone and E-Z Excavating Inc.'s Agreement, for the installation of a potable waterline and appurtenances, for the St. Vrain Water Treatment Plant Transmission Pipeline Project is approved in substantially the same form as the copy attached hereto and made a part of this resolution, and the Mayor is authorized to execute Change Order No. 2 on behalf of the Town. GENERAL INFORMATION This document was developed to provide a uniform format for handling contract changes that affect Contract Price or Contract Times. Changes that have been initiated by a Work Change Directive must be incorporated into a subsequent Change Order if they affect Price or Times. Changes that affect Contract Price or Contract Times should be promptly covered by a Change Order. The practice of accumulating Change Orders to reduce the administrative burden may lead to unnecessary disputes. If Milestones have been listed in the Agreement, any effect of a Change Order thereon should be addressed. Reference: (Specification Section(s)) C-204, C-219, C-508 (Drawing(s) / Detail(s)) - Last Chance Ditch Crossing - Contractor shall perform the boring crossings underneath the Last Chance Ditch in accordance with the following stipulations as required by the Last Chance Ditch Company: 1. Bore crossings shall not performed during irrigation season due to the potential for saturated soils flowing into the casing pipe, bore pits, and potential loss of ditch through casing. 2. Provide a minimum of 104eet horizontal separation between casing pipes (edge of casing to edge of casing). 3. Begin jacking and receiving pits a minimum of 25 feet from the nearest edge of the canal. 4. Confirm the ditch invert elevation during construction and verify that minimum clearance will be met. 5. Design bore in a manner that will minimize the movement of the ground in front of, above, and surrounding the bore. Design should minimize subsidence or heave of the surface above and in the vicinity of the bore. A minimum of 5 feet of vertical clearance (i.e., distance between ditch invert and top of casing pipe) is required by the ditch company for a trenchless crossing. 6. Monitor for heave or settlement in ditch invert during boring operations. a. Before construction commences, please survey the invert (bottom) of ditch at 5-ft increments across the centerline of the potable and non -potable lines from 25' west of the western edge of the LCD to 25' east of eastern edge of the ditch. Survey an additional cross-section (east/west) 3' south of the potable and non -potable water lines. Following the pipe ramming activities, please re- survey in the same manner and provide both for review. b. Contingency plan should be developed if movement is observed. 7. Provide clay cut off at beginning and ending of the bore when backfilling jacking and receiving pits. 8. Fully weld casing pipe joints. 9. Protect casing pipe from corrosion for a design life of 50 years. 10. Provide a liquid tight casing pipe sealed to carrier pipe. 11. Install the carrier pipe with insulated spacers. 12, Fully restrain carrier pipe joints in casing pipe. 13. Pressure test carrier pipe to 125 percent of maximum operating pressure. 14. Provide dewatering plan to handle ground water to a minimum of 2 feet below the casing invert to provide a dry environment suitable for boring operations. 15. Dewatering should be continuous and maintained until the boring operations are completed. 16. Provide as -built survey of both crossings. 17. Regarding each non -potable water line exiting the casing pipe, Contractor shall install a 450 bend, extend pipe to 5.5 feet below grade, cap pipe for future connection, and provide post at cap locations. The backfill of the pits should be done according to the following specifications: a. Backfill to be soil class SC or CL, Plasticity Index > 12 with 35% passing a No. 200 sieve (requires lab testing including gradations, Atterberg limits and standard proctor testing) b.
