HomeMy WebLinkAboutBoard of Trustees Action Items - May 20 - 5/22/2026Board of Trustees Action Items Wednesday, May 20, 2026 Firestone Welcomes Trustee Matthews The May 20, 2026, meeting marked Trustee Bobby Matthewsʼ first Regular Board of Trustees meeting since being sworn into office on May 6, and he was present for the Special Meeting on Wednesday, May 13. Trustee Matthews was elected during the April Special Election and will serve through November 2028. The Town welcomes Trustee Matthews to the Board and looks forward to his service to the community. Proclamations The Board of Trustees read 3 proclamations during Wednesday nightʼs meeting: National Public Works Week, Mental Health Awareness Month, and National Police Week. Staff from the Engineering & Utilities and Water & Community Resources Departments celebrating National Public Works Week with Mayor Conyac. Representative from North Range Behavioral Health and Trustee Doherty recognizing May as National Mental Health Awareness Month. Mayor Conyac & Deputy Chief Borders honoring National Police Week. Summer Pavement Maintenance Program During Wednesday nightʼs meeting, the Board approved Resolution 26-37 & 26-38 to approve construction contracts for the 2026 Summer Pavement Maintenance Program. The agreement with A1Chipseal Company is for the following Crack and Chip Sealing Projects. The list of the roads to be chip-sealed is: Birch St (CR 11) (0.49 miles): From Sable Ave south to Town Limits CR 26 (0.93 miles): CR5 to the driveway connecting to the curve on CR 7 The list of the roads to be crack-sealed is: CR 9.5/I-25 Frontage Road (1.31 miles): All asphalt portions (Bridge N. to Ronald Reagan) CR 9.5/I-25 Frontage Road (1.02 miles): All concrete portions CR 19 (6.04 miles): SH66 to CR 18 CR 26 (0.98 miles): East of Colorado/Colorado Blvd to Frontier St The agreement with Western Plains Construction is for the following Mill and Overlay projects: Firestone Blvd (0.72 miles): Frontage Road to Birch St Jake Jabs Blvd (.36 miles): Firestone Blvd south to end Sealing and resurfacing help prevent deterioration, extend roadway lifespan, improve driving conditions, and reduce the need for costly future reconstruction. Once the work schedule is finalized, it will be shared with the community. Building Code Updates 1 Reading During Wednesday nightʼs meeting, the Board of Trustees introduced Ordinance 1077 for consideration at a future public hearing. The ordinance would update the Townʼs adopted building and safety codes by repealing and reenacting portions of Title 15 of the Firestone Municipal Code and adding a new section related to building code standards. The proposed updates include adopting the 2024 editions of several International Codes, along with the current editions of applicable state and national codes. In accordance with Colorado Revised Statutes for ordinances adopted by reference, the Board must first introduce the ordinance before holding a public hearing at a future meeting. The public hearing for Ordinance 1077 is scheduled for the June 17, 2026, Board of Trustees meeting. The Townʼs current building codes were previously adopted in 2023 through Ordinance 1029, and the proposed updates were discussed during the May 13, 2026, Special Meeting. st Contract for Harney Park Playground Replacement Approved During Wednesday nightʼs meeting, the Board of Trustees approved an agreement with Altitude Recreation Inc. for the replacement of the playground equipment at Harney Park, located in the St. Vrain Ranch subdivision. The current playground equipment at Harney Park is over 20 years old and has reached the end of its useful life, with areas rusting, wear and tear from water damage, weakened materials, and outdated design features. Below are renderings of the new playground features. More information about scheduling and closure dates will be shared once the schedule is finalized. Water Tank #2 Project During Wednesday nightʼs meeting, the Board approved an agreement with Kimley-Horn for professional design engineering services related to the Townʼs proposed 3.0 million-gallon elevated water storage tank and associated transmission improvements identified in the 2026 Potable Water Master Plan. The elevated storage tank is a critical infrastructure project intended to improve system pressure, increase water storage capacity, enhance fire flow capabilities, and strengthen overall system redundancy and reliability. The project was identified as the highest-priority capital improvement in the Water Master Plan to address existing system deficiencies and support future growth. The Central Park site was previously selected by the Board as the preferred location for the tank due to its hydraulic performance, system integration benefits, and ability to support long-term operational needs and public safety. WCR 26 Bridge Replacement During Wednesday nightʼs meeting, the Board approved a resolution authorizing construction management services for the Weld County Road 26 Bridge Replacement Project. Following a competitive Request for Proposals process, J-U-B Engineers, Inc. was selected as the top-ranked consultant based on qualifications and experience. J-U-B previously provided similar construction management services for the successful Weld County Road 20 Bridge Replacement Project. As part of the project, J-U-B Engineers will serve as the Townʼs representative during construction, providing on-site oversight to help ensure work is completed in accordance with project plans, specifications, and quality standards. The firm will also oversee compliance with the Colorado Special Highway Committee Off-System Bridge Grant Program requirements throughout construction. Board Declares a Vacancy & Discusses Next Steps to Fill Vacancy During the Wednesday night meeting, the Board of Trustees approved Resolution 26-48, declaring a vacancy on the Board of Trustees. After that, the Board discussed the next steps of filling the vacant seat in accordance with State Statutes. The Board of Trustees will fill the vacancy by appointment. Update about Town Manager Recruitment In April, the Board of Trustees approved a contract with KRW Associates, a recruitment firm, to assist with the Town Manager Recruitment process. During this process, KRW will partner with the Board to provide oversight and administration of the executive search process for a new Town Manager. During the Wednesday night meeting, the Board discussed the desire to begin the recruitment process later this fall to better align with the November election, as 6 of the 7 seats on the Board of Trustees will be open. Updates about the Firestone Downtown Development Authority During Wednesday nightʼs meeting, the Board approved a motion regarding the future of the Firestone Downtown Development Authority (FDDA). The motion outlined concerns related to the FDDAʼs current inability to meet quorum requirements following the April 2026 recall election, as well as the absence of active projects, debt obligations, or third-party financial commitments. The action directed Town staff to identify and close out any remaining professional service agreements, freeze the remaining FDDA funds following settlement of outstanding obligations, and prepare an ordinance for future Board consideration to formally dissolve the FDDA. The motion also requested that a future public hearing be scheduled in accordance with state requirements related to the potential dissolution process.
