Board of Trustees Action Items Wednesday, March 22, 2023 ODP for Cottonwood Hollow Amended After a Public Hearing, the Board of Trustees approved Ordinance 1024, approving the 4th amendment to the Cottonwood Hollow Outline Development Plan (ODP). The Cottonwood Hollow project is located south of Sable Avenue, ½ mile west of Birch Street, and ½ east of the east I-25 Frontage Road. This approved amendment brings the ODP into conformance with the current Firestone Development Code and only applies to Block 2 (Filing No. 4), which covers 64.04 acres. Final Plat for Cottonwood Hollow Filing 4A Approved After a Public Hearing, the Board of Trustees approved a final plat for Cottonwood Hollow Filing 4A. The Cottonwood Hollow project is located south of Sable Avenue, ½ mile west of Birch Street, and ½ east of the east I-25 Frontage Road. The approved final plat includes 129 single-family residential lots and 22 tracts for open space, landscaping, drainage, and future development on approximately 64.04 acres. With the approval of the final plat, the developer can move on to the subdivision construction process. Mill & Overlay and Chipseal Projects During Wednesday night's meeting, the Board of Trustees approved two separate resolutions related to roadway improvements. In the first action, the Board approved a contract with Asphalt Specialties to complete the 2023 Mill and Overlay Paving Project. The project will begin no later than April 1, 2023, weather depending, and will be completed within 90 days. Residents will receive door hangers with specific timing for the work on their street by the contractor. The mill and overlay projects include: Edge mill and overlay: Ebony St: from Thistle Ridge Ave. to Echo St. Thistleridge Ave: from Echo St. to Echo St. Sunburst Ave: from North of Thistle Ridge Ave to South of Ferncrest St. TenderfootAve: from CR 15 1449 feet North. Farmdale St: from Sage Ave. to Shenandoah Ave. Summerset Ave: from CR 15 to Quigley Cir. Quigley Cir: from St Vrain Ranch Blvd to Foxfire St. Eastview St: from Sandy Ridge Ct. to Sage Ave Full removal and replacement: Rosewood Ave. A section of Birch St Crack Repair: 300 tons of crack repair will be completed on 2" or larger cracks in the Stone Ridge subdivision. In the second action, the Board approved a contract with A-One Chipseal to complete the 2023 Chipseal Project. This project will begin no later than July 1, 2023, and will be completed within 90 days. Residents will receive door hangers with specific timing for the work on their street by the contractor. The chipseal project includes the following neighborhoods. Click the neighborhood name to view a map of the work area: St Vrain Ranch Ridgecrest Sagebrush Saddleback Heights Owl Lakes Saddleback/Falcon Point Design Contract for County Road 20 Bridge Replacement Approved The Board of Trustees approved a contract with Bohannan Huston, Inc. (BHI) for the design of the County Road 20 bridge replacement. In March 2022, the structure located at Pine Cone Ave (WCR 20) and Coal Ridge Ditch was inspected by CDOT and received a condition rating of Poor. Due to this Poor condition, the Town will need to replace this bridge. The overall design schedule is approximately 12-14 months. Once the design is complete, the anticipated next steps would include a request for bids for construction. This project is a collaboration between the consultant, the Town, and the Colorado Department of Transportation Region 4 (CDOT). CDOT involvement in this project is required as the Town is attempting to receive a portion of the construction funding through CML's Off-System Bridge Funds grant. CML should notify the Town by the end of March if our grant application has been accepted, but regardless of that outcome, the bridge is in poor condition and needs to be replaced. Traffic Study for Neighbors Point Approved During Wednesday night's meeting, the Board of Trustees approved a contract between Bohannan Huston, Inc. (BHI) for traffic engineering services for the Neighbor's Point Traffic Calming and School Zone Assessment Project. The Board identified the area surrounding Centennial Elementary School in the Neighbor's Point subdivision as an area of concern regarding pedestrian and traffic safety. As part of this contract, BHI will perform data collection, traffic analysis and provide an assessment with recommendations to provide traffic calming in this area. Data collection will be completed this spring while students are in school to provide accurate data for the assessment. BHI's scope also includes meetings with several stakeholders, including the Neighbor's Point HOA and School District staff, and a presentation to the Board of Trustees. The design schedule is approximately 6-8 weeks. Update on the Dog Park Project During Wednesday night's meeting, Town staff presented preliminary costs and location options for constructing new dog parks to the Board of Trustees. The Board of Trustees instructed staff to move forward with plans and finalizing costs for a location at Central Park, near the Disc Golf Course parking lot. In addition, the Board instructed staff to begin to engage with neighbors in Oak Meadows and Stoneridge about dog parks in their neighborhoods.
