Board of Trustees Action Items Wednesday, May 24, 2023 National Public Works Week Proclamation During Wednesday night's meeting, the Board recognized that May 21-27 is National Public Works Week. The American Public Works Association has sponsored National Public Works Week since 1960. It aims to celebrate the fantastic work done in communities across the country by public works personnel and educate the public on the importance of public works – planning, building, managing, and operating critical infrastructure and amenities throughout the community. Thank you to the Firestone Public Works Department for all the work you do in our community! STAR Award During Wednesday night's meeting, Human Resources Director, Jan Sloat, presented STAR Awards to Julie Pasillas, Tim Saenz, and Corey Ross from the Public Works Department. The STAR (Special Thanks and Recognition) Award is an employee recognition program to award employees for demonstrating exceptional service and exceeding expectations in their work performance. At the end of April, Public Works was informed that the Colorado Department of Public Health & Environment (CDPHE) would conduct a Sanitary Sur vey. These surveys are conducted by CDPHE every 3-4 years, and sta is never given much notice before the survey. Julie Pasillas (Public Works Director), Tim Saenz (Water Foreman), and Corey Ross (Public Works Administrative Coordinator) were responsible for prepping and organizing the required documents for the survey. The magnitude of work it takes to prepare for this is unquestionably all-consuming for those involved. To get ready, the team received a Preparation Checklist from CDPHE that outlined approximately 50 points of inspection. In their preparation, the team pulled 15,000 pages of records. During the survey, the CDPHE inspector reviewed all the records, plans, and testing sites and concluded that the Town had passed the survey. This was a result of excellent teamwork, organization, and the impeccable retention of Town records. This team continually demonstrates their commitment to providing professional service and quality water to the residents of the Town of Firestone, and this STAR Award recognizes their e orts for a job well done! Firestone Trail Lights During Wednesday night's meeting, the Board of Trustees approved a resolution authorizing the purchase of 12 solar-powered LED lights to be installed along the Firestone Trail between McClure Ave and Firestone Blvd. The installation of these lights is anticipated to begin this fall. The 2020 POST Master Plan identified improvements to existing parks, open spaces, and trails, highlighting security lighting as a major improvement for the Firestone Trail. Following the 2020 POST Master Plan, Mountain States Lighting, LLC, conducted a light study along the Firestone Trail and identified the need for 40 lights between McClure Ave and Firestone Blvd. In 2022, 12 solar-powered LED lights were installed along the Firestone Trail. During the 2023 budget work sessions with the Board of Trustees, sta presented this project as part of the CIP for the Firestone Trail. Improvements for Firestone Regional Sports Complex In separate actions, the Board of Trustees approved two resolutions approving expenditures for improvements at the Firestone Regional Sports Complex. The first resolution approved the replacement of the three existing scoreboards and the six drinking fountains at the facility. The current scoreboards and drinking fountains are from 2008, when the Firestone Regional Sports Complex was opened, and need replacing. The new drinking fountains will include a bottle-filling feature. The second resolution approved the purchase and installation of shade structures to go over the bleachers on all three fields. The fields are heavily programmed in the summer months, and the most common request sta hears is for more shade for spectators. Work is anticipated to begin on these projects over the summer. Town and Central Weld County Water District Agreement Addendum The Board of Trustees approved the 6th Addendum to the water service agreement between the Town and Central Weld County Water District (CWCWD). The addendum was made possible a er the Town and CWCWD completed mediation in April of this year. The Town filed a lawsuit in 2021 against CWCWD to recover yearsʼ worth of overpayments. The mediation generated an MOU between the parties that ultimately led to the 6th Addendum. The terms include agreed- upon details and expectations about raw water dedication, treatment providers, cross connections, future annexation of current retail customers, water tap fees, and base charges. IGA with FFFPD During Wednesday night's meeting, the Board of Trustees approved an Intergovernmental Agreement (IGA) with Frederick-Firestone Fire Protection District (FFFPD) to collect and remit Emergency Service Impact Fees. When a developer goes through the land use process, an impact fee will be assessed and must be paid before a building permit can be issued. All money collected from this impact fee shall only be used by FFFPD to finance or to recoup the costs of acquiring, constructing, improving, or expanding any capital improvement related to the provision of Emergency Services within FFFPD's Service Area.
