A RESOLUTION OF THE BOARD OF TRUSTEES OF THE TOWN OF
FIRESTONE, COLORADO, APPROVING AND SUBMITTING A
STATEMENT OF INTENT TO PARTICIPATE IN THE WELD COUNTY
MULTI -JURISDICTIONAL HAZARD MITIGATION PLAN
WHEREAS, the Federal Emergency Management Association's regulations set forth
specific criteria that permit multi jurisdictional mitigation plans; and
WHEREAS, the Town of Firestone ("Town") desires to be a party to the Weld County
Multi -Jurisdictional Hazard Mitigation Plan, which as a first step requires that the Town submit a
Statement of Intent to participate to the Weld County Office of Emergency Management;
WHEREAS, the Town's Board of Trustees fmds that participation in the Weld County
Multi -Jurisdictional Hazard Mitigation Plan is of benefit to the health, safety and welfare of the
Town's citizens.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
TOWN OF FIRESTONE, COLORADO:
The Mayor is authorized to execute the "Letter of Intent to Participate" in the Weld
County Multi -Jurisdictional Local Hazard Mitigation Plan, which letter is attached hereto and
made a part of this resolution and upon execution the Town Clerk is directed to submit the letter
to the Director of the Weld County Office of Emergency Management.

Re: "Statement of Intent to Participate" as a participating jurisdiction in Weld County Multi -Jurisdictional
Hazard Mitigation Plan (HMP)
Dear Director Rudisill,
In accordance with the Federal Emergency Management Agency's (FEMA) Local Hazard Mitigation Plan
(HMP) requirements, under 44 CFR §201.6, which specifically identifies criteria that allow for multi -
jurisdictional mitigation plans, the Town of Firestone is submitting this letter to confirm the Town's intent to
participate in the Weld County Multi -Jurisdictional Hazard Mitigation Planning effort.
Further, as a condition to participating in the mitigation planning, the Town of Firestone (Participating
jurisdiction) agrees to meet the requirements for mitigation plans identified in 44 CFR §201.6 and to
provide such cooperation as is necessary and in a timely manner to the Weld County Office of
Emergency Management (Lead jurisdiction), to complete the plan in conformance with FEMA
requirements.
The Town of Firestone understands that it must engage in the following planning process, as more fully
described in FEMA's Local Mitigation Planning Handbook dated March 2013 including, but not limited to:
• Identification of hazards unique to the jurisdiction and not addressed in the master planning
document;
• The conduct of a vulnerability analysis and an identification of risks, where they differ from the
general planning area;
• The formulation of mitigation goals responsive to public input and development of mitigation
actions complementary to those goals. A range of actions must be identified specific for each
jurisdiction;
• Demonstration that there has been proactively offered an opportunity for participation in the
planning process by all community stakeholders (examples of participation include relevant
involvement in any planning process, attending meetings, contributing research, data, or other
information, commenting on drafts of the plan, etc.);
• Documentation of an effective process to maintain and implement the plan;
• Formal adoption of the Multi -Jurisdictional Hazard Mitigation Plan by the jurisdiction's governing
body (each jurisdiction must officially adopt the plan).
Therefore, with a full understanding of the obligations incurred by an agreement between the Lead
Jurisdiction and the Participating Jurisdiction, I, ph�j � 0 e commit the Town of
