FIRESTONE, COLORADO ADOPTING THE BOARD OF TRIJSTEE�J
2024-2025 WORK PLAN
WHEREAS, at its recent retreat of September 7-8, 2023, noticed as a public meeting the
Board of Trustees as one of its tasks focused on its Strategic Goals and setting forth tasks and
timelines to meet such goals; and
WHEREAS, the Board of Trustees Strategic Goals include maintaining the Town's
infrastructure and facilities, upholding fiscal integrity, establishing a strong and competitive
business environment, encouraging community governance with civic partnerships, maintaining
a safe, clean and beautiful Town and designing and promoting livable neighborhoods and
communities; and
WHEREAS through engagement with staff the Board of Trustees set forth various tasks
for the Town's Departments to accomplish in order to meet the Board's Three to Five year and
its 2024-2025 objectives all of which are set forth in the Board of Trustees 2024-2025 Work Plan
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
TOWN OF FIRESTONE, COLORADO:
The Town of Firestone Board of Trustees 2024-2025 Work Plan is adopted in
substantially the same form as the copy attached hereto and made a part of this resolution.
INTRODUCED, READ AND ADOPTED this 2--Tday of September 2023.

Engineering
• Implement Comprehensive 5-year CIP Plan (Stormwater, Transportation, & Water):
o Complete/implement all three major Engineering master plans; Drainage Master Plan,
Transportation Master Plan, & Potable/Distribution Water Master Plan
• Transition all non -Water Action Plan water projects to in-house projects
• Develop and implement a multi -jurisdictional plan to improve Colorado Blvd
• Implement new CDPHE MS4 (Stormwater) Permit to ensure compliance
Finance
Implement open Budget platform
Marketing & Communications
0 Develop an inclusive and engaged community
Engineering
• Finalize the Drainage Master Plan
• Begin update to Potable/Distribution Water Master Plan
o Include homeland security elements
• Continue the Historic Firestone Waterline/Road Replacement Project (Phase 3 scheduled for
2024)
• Begin/continue discussions with adjacent jurisdictions (including CDOT) on regional coordination
and improvement plans for Colorado Blvd
• Participate in the review of a draft CDPHE MS4 Permit (expected late 2023) and identify impacts
to the Town
Marketing & Communications
• Utilize Polco to engage residents in follow-up questions related to 2023 Community Survey
results
Planning & Development
• Complete the updated Comprehensive Master Plan
• Update the FDC to align with the objectives of the Master Plan and Historic Firestone
Neighborhood Plan
• Initiate the wayfinding project as outlined in the Historic Firestone Neighborhood Plan
• Explore partnering with Weld Co, Frederick, Ft. Lupton, and Platteville on a study or sub -area
plan of the CR19 corridor
• Adopt a Model Service Plan for metropolitan districts
Police Department
• Install Flock Safety cameras in town to enhance public safety (Technology Integration)
• Sponsor a Police Recruit applicant to attend a police academy (Recruiting and Hiring)
• Send first line supervisors to leadership development training (Leadership Development)
FinanrP
• Implement updated impact fees
• Complete a Stormwater Fee Study
Human Resources
• Establish Town of Firestone mission, vision, and values
• Align the Workforce Plan with the overall Strategic and Master Plans of the Town
• Develop tools and templates needed to implement the Workforce Plan
Public Works
• Continue implementation of the 2020-2050 Water Action Plan
• Transition St. Vrain Water Treatment Plant assets to St. Vrain Water Authority (ownership and
operation)
