A RESOLUTION OF THE, BOARD OF TRUSTEES OF THE TOWN OF FIRESTONE,
COLORADO, PRESCRIBING THE TOWN OF FIRESTONE'S WATER RATES, FEES,
TOLLS AND CHARGES AND STORAGE AND INFRASTRUCTURE INVESTMENT
FEES
WHEREAS, the Town of Firestone ("Town") for administrative efficiency by Resolution
No. 22-117 consolidated its water rates, fees, tolls and charges and storage and infrastructure
investment fees in one resolution; and
WHEREAS, the Town, which operates a municipal water facility and Central Weld County
Water District ("CWCWD") are parties to various intergovernmental agreements concerning the
provision of water service and facilities to the Town; and
WHEREAS, pursuant to such intergovernmental agreements, CWCWD from time to time
increases its charges regarding its provision of water services to the Town; and
WHEREAS, effective November 1, 2022, CWCWD implemented increases in the amount
of eighteen percent per annum for the water rates and charges and tap fees which it imposes upon
the Town; and
WHEREAS, to ensure that the Town in a fiscally responsible manner can continue to meet
its operational and capital needs for its water delivery systems the Town must increase in an
amount equal to that imposed by CWCWD the water rates and charges and tap fees in the amounts
set forth in Section 1, Section 2, and Section 3, (Water Usage Rate) in this resolution; and
WHEREAS, upon completion of the determination of the Towns water capital needs and
operational costs and storage and delivery system development costs the Town established water
rates, fees, tolls, and charges and storage and investment fees which were set forth in Resolution No.
22- 117, which was adopted by the Board of Trustees on October 26, 2022; and
WHEREAS, to ensure that all such rates, fees, tolls and charges and storage and investment
fees remain reasonably related to the Town's costs staff has examined all those set forth in Resolution
No. 22-117 and recommends but two amendments which is to increase the construction hydrant meter
rental deposit set forth in Section 3 from $4,200.00 to $5,350.00 per meter and to adjust the Meter
Fees set forth in Section 4.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
TOWN OF FIRESTONE, COLORADO:
Section 1. Water rates and charges. The following monthly rates and charges shall be
imposed for water received from the Town of Firestone water system:

Section 2. Connection, Capital investment and Repair Fees. The following connection
and capital investment and repair fees shall be imposed, except that the Town of Firestone shall
not be required to pay such connection fees for irrigation sprinkler systems for any public parks,
rights -of -way, open space, or medians, or any facility developed, owned or paid for by the Town.

Connection and capital investment and repair fees as well as any other fees for taps requiring a meter
larger than 2" shall be determined by the Board of Trustees on an individual basis considering such
factors as type of use, contemplated volume demand for water, effect on the entire water system in the
Town, connection and capital investment fees imposed by CWCWD, and all other factors relevant to
the application. All laps requiring a meter larger than 2" and all taps applied for where the service
requested is outside of the Town limits shall be by contract with the Board of Trustees. Out-of-town
taps of 2" or less shall be charged fees at two times the amount of in -Town fees.
Section 3. Construction Hydrant Meter Rental Terms. The following fees shall be imposed
for hydrant meters supplied by the Town for construction water use. A Hydrant Connection Permit
must be obtained from the Town Clerk prior to any water being used from any fire hydrant. Such
permit shall be valid for a period not to exceed 6 months.

Administration Fee $ 25.00 per permit

Section 4. Meter Fees. The following fees shall be imposed for Meter assemblies installed by
the Town for new service connections; such fees for taps requiring a meter larger than 2" shall be as
set by contract with the Board of Trustees:

Section 5. Native Water Dedication Agreement Storage and lnfrastructure Fees. The following
fees shall be established for Native Water Dedication Agreements.

Section 6. This Resolution shall take effect on January 12, 2023 and upon such date all prior
resolutions addressing the Town's water rates, fees, tolls and charges and storage and
infrastructure investment fees set forth herein shall be repealed in their entirety.
