Board of Trustees Action Items Wednesday, August 12, 2020 Basketball Court Resurfacing During Wednesday night’s meeting, the Board of Trustees approved a contract with Renner Sports Surfaces to resurface the basketball courts at Settlers Park, Sagebrush Park and Hart Park. Work will begin next week at Settlers Park, then move to Sagebrush Park and finish at Hart Park. Each court will take approximately one week to complete. While the work is being done, signage will be up indicating that the basketball courts are closed to the public. Central Park Improvement Plan The Board of Trustees discussed the importance of developing a master plan for Central Park and has started looking at next steps; including financing options, a public engagement process and developing a timeline. Broadband Study Final Report and Recommendations In February of this year, the Board hired Vantage Point Solutions to conduct the Town of Firestone Broadband Assessment and Feasibility Study. During Wednesday night’s meeting, the Board of Trustees were presented with the final Broadband Study Report and Recommendations. The study intended to obtain resources and data which could aid the Board of Trustees in making informed decisions concerning high-speed internet delivery options and explore a range of alternatives available for promoting advanced broadband services to Firestone citizens, businesses and Town agencies. Based on the survey and outreach data, the biggest issue facing Firestone is the lack of competition amongst broadband providers, including high cost and low customer service and inconsistent cell service. The Town of Firestone does not have an access problem; everyone who wants to purchase broadband services can do so. Vantage Point Solutions provided, the following recommendations to the Board of Trustees: 1. The Town should NOT move forward with a last-mile Fiber-To-The-Premises (FTTP) municipal broadband network. 2. The Town should move forward with either issuing an RFP to the RFI bidders or directly entering into negotiations to establish a Public-Private Partnership (PPP) for a FTTP network. 3. If the Town does not establish a PPP that results in the Town’s middle-mile network needs being met, then the Town should consider expanding its own middle-mile network as needed. 4. Finally, in addition, and independent of the network solutions, the Town should consider implementing one or more of the broadband policy solutions noted in this Report. The Board of Trustees instructed staff to continue conversations seeking a Public-Private Partnership and review the recommendations with the Broadband consultant and be prepared to discuss with the Board at a later date. Board & Commission Open House The Board of Trustees would like to remind the public about the Board & Commission Open House on Wednesday, August 19th from 6:30 - 8:00 p.m. at the Firestone Police Department. The open house is an opportunity for the public to learn about open positions on various boards, commissions and committees. Board members and staff will be in attendance. Serving the Town is an excellent way to become active in the decision- making process of Town government and give back to your community.
