HomeMy WebLinkAboutBoard of Trustees Action Items - October 14 - 10/16/2020Board of Trustees Action Items Wednesday, October 14, 2020 STAR Award During Wednesday night’s meeting, Mayor Sindelar presented the Firestone Events Team, Ashley Clark and Christina Cardinale, with the STAR Award. The STAR Award, standing for Special Thanks and Recognition, was created to recognize and express appreciation for Town employees who demonstrate exceptional service and/or performance in customer service, safety, creativity, teamwork, or outstanding achievement. This spring, while most municipalities canceled their events for the year, Ashley and Christina never wavered as they continued to plan and program events, including the Food & Flick Series and the Fourth at Firestone. Due to the questionable environment, no one could foresee the success that they would achieve. With a can-do attitude, they adapted and produced events that engaged Firestone residents and kept them safe throughout the event. DOLA Grant & Town Hall Contract In two separate actions, the Board of Trustees approved two resolutions during Wednesday night’s meeting for the the new Town Hall Project. The first approval to accept a $1 million grant from the Department of Local Affairs (DOLA) for the project. In May of this year, the Board of Trustees approved a $1 million grant application to the Energy/Mineral Impact Assistance Fund (EIAF) from DOLA and was notified of being awarded the full amount in August. The second action, was approving an agreement between the Town of Firestone and Fransen Pittman Construction Company, for construction services for the new Town Hall construction project. Fransen Pittman Construction Company was selected as part of an RFP process in 2019. As part of the pre-construction agreement approved in 2019, Fransen Pittman has been working with the Architect (Kelly Deitman, from Halcyon Design) and Town staff on the preliminary stages of the project, producing the Guaranteed Maximum Price (GMP) of this agreement. The agreement approved on Wednesday night is the final step to starting the construction of the Town Hall Construction Project. The project is scheduled to begin immediately and be completed by Fall 2021. Financing Plan Approved The Board of Trustees approved Ordinance 980, a financing plan to authorize the Town to issue additional Certificates of Participation (COP) with Chase Bank. Approximately $830,000 of the proceeds will be used to refinance the outstanding balance of the 2005 COP's. The remainder of the proceeds will be used for the construction of the new Town Hall and Public Works facilities. The approval of this ordinance does not impact taxpayers, and will not result in any tax increases. Transportation Master Plan During Wednesday night’s meeting, the Board approved an agreement with Bohannan Houston Inc, to create a Transportation Master Plan for the Town of Firestone. The Town currently does not have a Transportation Master Plan to identify future roadway improvements. This project would create a full master plan that will evaluate current transportation conditions and safety concerns. Additionally, this project will model future transportation needs based on proposed land uses, and provide recommendations, costs, and timing for future transportation improvements.
