HomeMy WebLinkAboutBoard of Trustees Action Items - October 28 - 10/30/2020Board of Trustees Action Items Wednesday, October 28, 2020 Final Subdivison Plat & FDP for 19 & 26 Crossings During Wednesday night’s meeting, the Board of Trustees approved in two separate actions a Final Subdivision Plat and a Final Development Plan (FDP) for 19 & 26 Crossings. The approximate location of the Final Plat and FDP is the southwest corner of Zinnia Avenue (WCR 26) and Locust Street (WCR 19). 19 & 26 Crossing will be developed into an industrial business and storage yard with a 10,000 square foot building and 8.7-acre storage yard. The building and associated parking will front onto Locust Street, with one access point into the site. The outdoor vehicle and equipment storage will be located behind the building and accessed via a gate. The outdoor storage area will be screened, to the maximum extent practicable, by 6-foot tall privacy fences consisting of wood fencing facing Locust Street and chain link fencing with slats along the north, south and west property lines. The Final Plat and FDP approvals are the final steps in the Firestone Development Code process prior to the building permit process. Water Dedication Updates The Board of Trustees approved an ordinance on Wednesday night to amend sections of the Firestone Municipal Code regarding the Town’s single-family residential water dedication requirement. This change allows for the water dedication to better align with the lot sizes; smaller lot sizes require less water than a dwelling unit on a larger lot. In another action on Wednesday night, the Board of Trustees adopted a Native Water Dedication Policy to guide the Board in its ability to enter into agreements with land use applicants to accept water rights other than C-BT units, which can be extremely expensive for developers to purchase. The primary source of these other water rights will be “Native Water” which were appropriated and historically diverted from the South Platte and its tributaries (particularly Boulder Creek and St. Vrain Creek) and were primarily used for irrigation. These often include water rights associated with certain shares of stock in mutual ditch and reservoir companies. Both of these actions align with the 2020-2050 Water Action Plan that was adopted in March of 2020 by the Board of Trustees. The Water Action Plan will help assure the Town of Firestone is on a path to water independence and help diversify its water portfolio, and also open the doors for growth in the community. 3rd Quarter Financial Update Firestone’s Finance Director, Jessica Clanton, presented the Board of Trustees with a 3rd Quarter Financial Update on Wednesday night. This includes financials through September 30, 2020. Because sales tax is not directly remitted to the Town of Firestone, it is on a 2 months lag. A few highlights from the presentation include: Sales Tax Year to date collections $7,081,920. This is an increase of $18,877 or 2% when compared to the prior year. Sales and Use tax are on-track with projections of 2.6% growth, budget-over-expected. General Fund revenue is down 6% from the prior year. It can be assumed that this is due to the pandemic. Spending in all Funds are down. This aligns with new expectations set by the Board of Trustees, Town Manager and Finance Director in the second quarter in response to the pandemic.
